Taylor West Townhomes
Taylor West Townhomes is the second phase of the Housing and Economic Opportunities, Inc. (Wilmington Housing Authority) urban redevelopment of the 4th Street - Nixon Street - 6th Street area north of downtown that includes 96 recently constructed affordable apartments at Robert R. Taylor Senior Homes and 48 units of affordable housing at The Pointe at Taylor Estates on the same block.

Taylor West is a 13 building, 48 unit townhome and apartment community nestled among existing decades old oak trees that are being preserved on site. Incorporating a network of underground infiltration basins for mitigating stormwater on site and the re-use of roof water for drip irrigation systems at each building, the project is on track for a Gold Level LEED for Homes certification by the USGBC. Adjacent to a new city park overlooking the Northeast Cape Fear River, Taylor West includes a community building with laundry and exercise facilities, and a childrens playground. Site elements common to both phases of this project include lighting, landscaping and site furnishings.

Robert R. Taylor Senior Homes and The Pointe at Taylor Estates
This project consisted of the redevelopment a 14-acre public housing development planned into a 48-unit senior housing building, two 24-unit affordable housing apartment buildings, community building, and associated parking and amenities. ESP performed boundary and topographic surveys, site planning and design, geotechnical evaluations, and permit coordination. ESP’s design services included site layout, access roadways and parking, grading, stormwater management, erosion control, and water and sewer system extensions. Stormwater management services included innovative use of underground infiltration and bioretention basins to manage both quantity and quality of runoff to adjacent waters. Permit applications were prepared and approvals coordinated for City of Wilmington (site and stormwater), New Hanover County (erosion control) and DENR (stormwater, water and sewer).

Construction is underway. Design and approvals were completed within an aggressive schedule for completion.
